| جهان‌بینی به‌عنوان پایه تفکر حکمرانی، متأثر از منابع دینی، فلسفی و علمی است و در جوامع غربی (سکولاریسم و لیبرالیسم)، شرقی (سوسیالیسم و اقتدارگرایی) و اسلامی (توحید، شریعت و هویت اجتماعی) تفاوت‌های بنیادین دارد. حکمرانی امنیتی اسلامی بر رابطه طولی خدا و انسان استوار است و ایمان دینی را در کنار ایمنی مادی قرار می‌دهد. این پژوهش در پاسخ به سؤال «اصول حاکم بر جهان‌بینی و اندیشه حکمرانی امنیتی چیست؟» به‌صورت اکتشافی و مبتنی بر مطالعات کتابخانه‌ای متمرکز شده و اصول حاکم بر اندیشه حکمرانی امنیتی را در دوازده اصل معرفی کرده است. هدف این مطالعه معرفی اصول حاکم بر جهان‌بینی و اندیشه حکمرانی امنیتی در جوامع و شناسایی اصول جدید در پرتو تحولات امنیتی معاصر و متکی به بنیان‌های ارزشی اسلامی است. حکمرانی امنیتی در سه‌لایه «حکمرانی امنیتی بر جامعه هدف»، «حکمرانی امنیتی در جامعه هدف» و «حکمرانی امنیتی با جامعه هدف»، موردتوجه است. از منظر امام خمینی (ره) و مقام معظم رهبری، حکمرانی امنیتی اسلامی واجد ویژگی‌هایی مانند توحیدمحوری، عدالت‌محوری، نقش مردم در تصمیم‌سازی، و تلفیق معنویت با سیاستگذاری و همراستا با اندیشه‌های حکمرانی امنیتی پیامبر اکرم (ص) است. چالش‌های اندیشه حکمرانی امنیتی در دوه راهی های تعارض «امنیت ملی با امنیت انسانی»، «تمرکزگرایی با مردم گرایی»، و «شفافیت با مخفی کاری و سوءاستفاده از قدرت» است. موفقیت این الگو نیازمند توازن بین دوراهی ها، اصول، انعطافپذیری و پاسخگویی به تحولات جهانی با اتکا و ابتنای به مبانی و ارزش‌های اسلامی و ایرانی است. این پژوهش مطالعات کتابخانه‌ای انجام شده و پیشینه‌ای در ادبیات پژوهشی بدست نیامد. | ||

| Worldview, as the foundational basis of governance thought, is influenced by religious, philosophical, and scientific sources, exhibiting fundamental differences across Western (secularism and liberalism), Eastern (socialism and authoritarianism), and Islamic (monotheism, Sharia, and social identity) societies. Islamic security governance is grounded in the along each other relationship between God and humanity, positioning religious faith alongside material security. This exploratory, library-research-based study addresses the question: "What principles govern the worldview and thought of security governance?" It identifies twelve core principles underpinning security governance thought. The objectives of this research include introducing principles governing the worldview and thought of security governance across societies and identifying new principles in light of contemporary security developments, all rooted in Islamic value foundations. Security governance operates through three distinct layers: governance on the target society (state-society interaction), governance within the target society (inter-agency coordination), and governance with the target society (public-institutional synergy). According to the perspectives of Imam Khomeini and the Supreme Leader, Islamic security governance embodies characteristics including monotheism-centered orientation, justice-driven framework, public participation in decision-making, integration of spirituality into policymaking, and alignment with the security governance paradigm of the Prophet Muhammad (PBUH). Critical dilemmas confronting security governance thought involve tensions between national security and human security, centralization versus popular governance, and transparency versus opacity/abuse of power. The successful implementation of this model necessitates balancing these dichotomies, maintaining flexibility in principles, responding to global transformations, and anchoring strategies in Islamic-Iranian values. Conducted through exploratory library research, this study is pioneering in its field. | ||
