| چکیده | ||
| سیاستگذاری فرهنگی به عنوان یکی از مهمترین ابزارهای تحول اجتماعی در عصر حاضر، نقش تعیینکنندهای در شکلدهی به نظام حکمرانی و زمینهسازی برای ظهور حضرت مهدی(عج) ایفا میکند. پژوهش حاضر به دنبال پاسخ به این پرسش اساسی است که "چگونه میتوان از طریق سیاستگذاری فرهنگی مناسب، زمینههای لازم برای تحقق حکمرانی زمینهساز ظهور را فراهم نمود؟ این مطالعه با رویکردی توصیفی-تحلیلی و با بهرهگیری از روش کیفی انجام شده و دادههای آن از طریق تحلیل محتوای کیفی گردآوری گردیده است. یافتههای پژوهش نشان میدهد که سیاستگذاری فرهنگی از طریق شش مؤلفه کلیدی میتواند به شکلگیری حکمرانی زمینهساز کمک کند: ۱. هویتیابی بر محور ایمان و عبودیت؛ ۲. رشد عقلانی؛ ۳. عدالتمحوری؛ ۴. اخلاقمحوری؛ ۵. احترام به حقوق دیگران؛ و ۶. ارزشمندی پیشرفت مادی و معنوی. نتایج این پژوهش حاکی از آن است که موفقیت در ایجاد حکمرانی زمینهساز، رابطه معناداری با کیفیت و جامعیت سیاستهای فرهنگی دارد. واژگان کلیدی: سیاستگذاری، سیاستگذاری فرهنگی، حکمرانی زمینهساز، مهدویت. | ||

| Cultural policymaking, as one of the most important tools of social transformation in the present era, plays a decisive role in shaping the governance system and paving the way for the emergence of Imam Mahdi (a.s.). The present study seeks to answer the fundamental question of "How can appropriate cultural policy-making provide the necessary grounds for the realization of governance that creates the basis for emergence?" This study was conducted with a descriptive-analytical approach and using a qualitative method, and its data were collected through qualitative content analysis. The research findings show that cultural policy-making can help form governance that creates the basis through six key components: 1. Identity-finding based on faith and servitude; 2. Rational growth; 3. Justice-centeredness; 4. Ethics-centeredness; 5. Respect for the rights of others; and 6. Valuability of material and spiritual progress. The results of this study indicate that success in creating governance that creates the basis has a significant relationship with the quality and comprehensiveness of cultural policies.
