| تفسیر و تبیین متفاوت از سه محور اساسی؛ محیط بینالمللی، کارگزاران و قواعد حاکم بر رفتار دولت ها، از وجوه اساسی تمایز نظریههای مختلف روابط بینالمللی است. تبیین نظریه از ماهیت محیط بینالمللی نقش مهمی در باز نمایی دیگر عناصر روابط بین الملل دارد. نظریههای جنگ محور، محیط بینالمللی را بر مبنای تعارض دایمی و جنگ همه علیه هم تبیین می کنند، اما نظریههای صلح محور محیط بینالمللی را بر مبنای همکاری تبیین می کند. نظریه اسلامی با استناد به گزارههای فقه سیاسی، محیط بینالمللی را با ماهیت سه گانه تبیین می کند. این نوشتار با استفاده از روش استنطاقی تلاش می کند تا ماهیت محیط بین المللی را از منظر فقه سیاسی توضیح دهد. محیط بینالمللی از منظر فقه سیاسی اسلام دارای ماهیت سه گانه بوده و سه وضعیت متفاوت را در روابط بین المللی دولت اسلامی رقم می زند. ماهیت محیط بینالمللی در قبال کشورهای اسلامی با استناد به دال مرکزی "امت اسلامی" ماهیت همکاری و دوستانه دارد، در حالی که این محیط در قبال کشورهای غیر اسلامی غیر معاند با استناد به دال مرکزی "عدالت اجتماعی" بعنوان ارزش انسانی ماهیت همزیستی پیدا می کند و در قبال کشورهای غیر اسلامی معاند و مستکبر با استناد به دال مرکزی" اعتداء" ماهیت تعارضی بخود می گیرد. سه مفهوم بنیادین امت، عدالت و عداوت، سه ماهیت متفاوت از محیط بین المللی را از منظر فقه سیاسی اسلام باز نمایی می کند. این نوشتار تلاش می کند تا با استناد به گزارههای فقهی این ماهیت سه گانه محیط بینالمللی را تبیین نماید. یافتههای تحقیق نشان می دهد که از منظر فقه سیاسی و بر اساس اصل اولیه محیط بین المللی دارای ماهیت همزیستی است و تنها در قبال دولتهای متخاصم و مستکبر، به دلیل سیاست اعتداء و سلطه، ماهیت تقابلی و تعارضی به خود می گیرد. مفاهیم کلیدی: فقه سیاسی، محیط بین المللی، روابط بین الملل، همکاری، همزیستی، تعارض | ||

| The Triple Nature of the International Environment from the Perspective of Political Jurisprudence Abstract The different interpretation and explanation of the three basic axes; the international environment, the agents and the rules governing the behavior of states, are the fundamental aspects of distinguishing different theories of international relations. The explanation of the theory of the nature of the international environment plays an important role in representing other elements of international relations and is the main question of this article(main question). War-oriented theories explain the international environment based on permanent conflict and war of all against each other, but peace-oriented theories explain the international environment based on cooperation. Islamic theory, citing the propositions of political jurisprudence, explains the international environment with a triple nature.(hypothesis) This article attempts to explain the nature of the international environment from the perspective of political jurisprudence using the interrogative method.(method) The international environment from the perspective of Islamic political jurisprudence has a threefold nature and determines three different situations in the international relations of the Islamic state. The nature of the international environment towards Islamic countries is cooperative and friendly, based on the central signifier of the "Islamic Ummah", while this environment acquires a symbiotic nature towards non-Islamic non-hostile countries, based on the central signifier of "social justice" as a human value, and it assumes a conflictual nature towards hostile and arrogant non-Islamic countries, based on the central signifier of "aggression". The three fundamental concepts of Ummah, justice, and hostility represent three different natures of the international environment from the perspective of Islamic political jurisprudence. This article attempts to explain this threefold nature of the international environment by citing jurisprudential propositions.
