| چکیده [English] | ||
| The primary objective of this study is to explain and theorize the place and centrality of education within the system of governance from the perspective of the Holy Qur’an. Contemporary political systems encompass diverse models grounded in different principles and objectives. Drawing on revealed teachings, this study seeks to present a comprehensive and distinctive model of Islamic governance in which education is understood not as a subsidiary responsibility but as the principal foundation for achieving political and social objectives. Its ultimate aim is to formulate a theory demonstrating how monotheistic education establishes an inseparable connection between the theological foundations and ultimate purpose of government—proximity to God—and the practical task of governance: managing society. The central research question is: Given that the Holy Qur’an places monotheism at the center of its foundational principles and identifies guiding human beings toward proximity to God as the ultimate goal of government, what fundamental process should underpin governance to ensure the full realization of this goal? The study addresses this question by examining the foundational place of education within the Qur’anic political system in relation to models that disregard education, as in the views of Machiavelli and Hobbes; treat it as a subsidiary governmental function, as in certain Christian theories; or recognize it as a necessary prerequisite without placing monotheism at its center, as in the thought of Plato and Aristotle. Accordingly, the study investigates how the ontological, anthropological, and theological foundations of governance can be translated into practice through an educational process. The study adopts a descriptive–analytical approach and employs thematic interpretive inquiry (tafsir mawdu‘i istintaqi) to address the research questions and develop the proposed theory. First, foundational concepts, including governance, religious governance, and education, were examined in their lexical and technical senses. Next, Qur’anic verses addressing the theological, ontological, and anthropological foundations of governance and its objectives—including security, justice, freedom, and economic prosperity—were systematically reread and analyzed to identify their relevant implications. Finally, Qur’anic accounts of governance by Joseph, Moses, Solomon, and the Prophet Muhammad (peace be upon them) were examined to analyze their behavioral and structural characteristics and derive the proposed theory. 330 Islamic Governance Studies, Vol. 2, No. 2, 2026 The findings indicate that, in the Qur’anic framework, the foundations of governance are inseparably connected to the processes through which they are realized, and that this connection can be adequately explained only through education. The findings are organized into three levels. First, at the foundational level, adherence to theological principles, such as monotheism and justice; ontological principles, such as the purposiveness of creation; and anthropological principles, such as inherent human dignity and free will, is possible only through an educational process. Without education, these principles cannot be effectively implemented in governmental structures and social relations. Second, at the level of objectives, both the ultimate goal of governance—guiding human beings toward proximity to God—and its intermediate objectives, including security, justice, freedom, and economic prosperity, function as conditions and contexts for education. The realization of justice or security is itself part of the process of educating society; without education, these objectives may be achieved only superficially or may conflict with other governmental objectives. Third, at the level of Qur’anic examples, analysis of the prophets’ lives indicates that divinely oriented forms of governance have an inherently educational and formative character. The governance of Prophet Joseph illustrates the integration of politics with economic and political education. The governance of Prophet Moses is grounded in social reform through educational methods such as gentle speech and exemplary conduct. The governance of Prophet Solomon emphasizes scientific and cultural development. The governance of the Prophet Muhammad offers the most comprehensive model, employing exemplary conduct and moral education to address all material and spiritual dimensions of human existence. The study culminates in the formulation of the theory of “Monotheism-Centered Educational Governance.” This theory identifies monotheistic education as the central process through which governance fulfills its ultimate purpose of guiding human beings toward proximity to God. In contrast to secular models and classical political philosophy, it regards education not as a subsidiary instrument of governance but as the essential foundation for achieving all governmental objectives. Ideal governance therefore assumes responsibility for the comprehensive education of human beings across physical, intellectual, moral, and religious dimensions, while recognizing their innate capacities and creating the conditions for both worldly and eschatological well-being. Without education centered on monotheism, human guidance cannot be fully realized, nor can the political objectives of government remain consistent with the requirements of the Islamic worldview. The study’s principal contribution is this Qur’anic theory of “Monotheism-Centered Educational Governance,” which provides a theoretical foundation for a comprehensive and distinctive model of governance. Within this framework, monotheism underpins all foundational principles, proximity to God constitutes the ultimate goal of human existence, and guiding human beings toward that proximity constitutes the ultimate goal of governance. Education is therefore the fundamental process on which governance must rest, as it enables such guidance to be realized. Education itself, however, must be grounded in monotheism; otherwise, genuine guidance cannot be achieved. | ||
