| چکیده | ||

| چکیده [English] | ||
| This study examines the roles, mechanisms, and multifaceted functions of religious institutions in the formation and enhancement of religious social capital within Islamic governance. Its primary objective is to develop a comprehensive analytical framework that elucidates the relationship between the teachings, values, and traditional religious institutions of Islamic civilization and modern social science concepts, including social trust, interaction networks, norms of reciprocity, and civic participation. To this end, the study reexamines the functions of four key institutions of the Islamic world—the mosque, waqf (endowment), collective rituals and religious observances, and the system of religious authority (marja'iyya)—and proposes a conceptual model for reproducing social capital at three analytical levels: micro (interpersonal relations), meso (local and occupational networks), and macro (social cohesion and the Islamic ummah). The model is intended to inform policymaking in Islamic governance. The central problem addressed by this research concerns the predominantly secular conceptualization of social capital in classical and modern Western theories, particularly in the works of James Coleman, Robert Putnam, and Pierre Bourdieu. These theories largely approach social capital through instrumental rationality and within the institutional framework of modern civil society, either marginalizing religion or treating it primarily as a source of limited and potentially exclusionary intragroup cohesion. Accordingly, the principal research gap is the absence of an indigenous theoretical model within the social sciences and Islamic governance that explains the production and accumulation of social capital through value-based, divinely grounded rationality and the institutional mechanisms of religion. Moreover, in recent decades, modern bureaucratic processes and one-dimensional approaches have reduced the scope of religious institutions’ problem-solving functions and community-building capacities. The study addresses three fundamental questions: Through what mechanisms and institutional structures do religious institutions contribute to the production and enhancement of social capital in Islamic governance? How can distinguishing and analyzing the functions of the mosque, waqf, collective rituals, and religious authority explain the relationship between action grounded in religious obligation and active social participation at the micro, meso, and macro levels? What institutional challenges and obstacles must be addressed, and what conditions must be established, to prevent the erosion of this capital within the governance system? The study is developmental–analytical in purpose and descriptive–analytical in its approach to data collection and analysis, drawing on library and documentary research. Adopting an institutionalist and civilizational perspective, it examines purposively selected primary jurisprudential, historical, and narrative sources, alongside documents relating to periods in which Islamic civilization flourished. The data are examined through conceptual analysis and comparative functional analysis. Specifically, the historical and civilizational functions of religious institutions are identified, reformulated, and reinterpreted in terms of sociological components and indicators of social capital, including public and institutional trust, communication networks, norms of reciprocity, and cognitive capital. The findings indicate that religious institutions operate through three fundamental and distinct mechanisms. The network mechanism generates social capital by establishing sustained face-to-face, horizontal, and translocal relationships. The ethical mechanism fosters social solidarity and sustained collective action through the internalization of shared norms, including charitable giving, cooperation, trustworthiness, and self-sacrifice. The institutional mechanism provides formal and informal structures for pooling resources and adjudicating social disputes, thereby fostering institutional trust and voluntary cooperation. The functional analysis further demonstrates that the mosque serves not merely as a place of worship but also as a central institution organizing social and urban life. By integrating emotional bonds with religious obligations, it simultaneously generates bonding social capital at the neighborhood level and bridging social capital at the city level. Conflict resolution, charitable support, public oversight, and information dissemination are among the functions historically institutionalized within the mosque. Waqf, in turn, serves as a mechanism for the equitable distribution of services and the intergenerational accumulation of social capital. By sustaining the provision of public goods—including education, healthcare, infrastructure, and assistance to those in need—independently of fluctuations in political power, waqf institutions can reduce social inequalities, strengthen civil society autonomy and institutional trust, and sustain social solidarity. Collective rituals and religious observances, including the Hajj, Friday prayers, Ramadan, and mourning ceremonies, provide important settings for reproducing cognitive and transnational forms of social capital. By generating shared lived experiences, a collective identity, and a sense of belonging to the Islamic ummah, these practices transcend linguistic, ethnic, and racial boundaries and enable the large-scale mobilization of social resources in times of crisis. Meanwhile, the system of religious authority and religious seminaries anchors the production of social capital grounded in moral authority through the development of religious discourse, legal adjudication, the issuance of religious rulings (fatwas), and the organization of networks of representatives. These institutions also help resolve conflicts and foster trust between society and governing authorities. The findings further indicate that excessive state control, the dominance of bureaucratic approaches, the erosion of institutional autonomy, and sectarian polarization may produce negative effects of social capital, including social exclusion and barriers to communication. Social capital in Islamic governance emerges from the purposeful integration of transcendent, faith-based motivations with independent, participatory institutional structures. Western theories of social capital, owing to their predominant reliance on material and instrumental conceptions of reciprocal interests, have limited capacity to explain altruistic behavior and collective action rooted in religious beliefs. By contrast, religious social capital provides enduring motivations for cooperation and social solidarity. The effectiveness of Islamic governance in promoting social development and political stability therefore depends on avoiding direct state intervention in religious institutions and their excessive integration into formal state structures. The state should instead play a facilitating and supportive role, enabling these institutions to preserve their grassroots identity, enhance transparency, and revitalize their problem-solving functions in contemporary society. Ultimately, the study provides social policymakers with a strategic conceptual framework for mobilizing the networking capacity of mosques, the dynamism of waqf, and the legitimacy of religious authority to advance social justice and sustainable cohesion within Islamic governance. | ||
