| چکیده | ||

| چکیده [English] | ||
| The present study examines the relationship between contemporary Islamic governance discourse and the concept of theocracy within the framework of theo-politics, set against the context of Erdoğan's Turkey. In classical literature, theocracy is grounded in jurisprudence and clerical authority; however, in today's Muslim societies, religious symbols are employed within secular or semi-secular contexts without necessarily giving rise to a theocratic system. The aim of this study is to analyze Erdoğan's discourse and governance practices in their utilization of theo-political elements—such as religious symbolism, Islamic identity narratives, and references to Ottoman history—within the framework of Turkey's republican and secular constitutional order. Employing qualitative political analysis and discourse analysis, the study examines speeches, policies, institutional reforms, and political symbols of the Erdoğan government to demonstrate how religious elements are integrated into or reinterpreted within the secular structure. The findings indicate that religious symbols in the Erdoğan government function less as foundations for theocracy and more as instruments for political legitimation, cultural cohesion, and national identity reinforcement. The combination of legal secularism with Islamic references has produced a hybrid model of governance termed "state-managed theo-politics"—a model in which religious symbols are incorporated in a controlled manner within the secular constitutional framework. This framework holds potential applicability to other Muslim societies and demonstrates that contemporary theo-politics does not necessarily lead to formal theocracy, but can assume hybrid and pragmatic forms. | ||
