| چکیده | ||
| این پژوهش با هدف تبیین و تحلیل الگوی رفتاری جمهوری اسلامی ایران در قبال اغتشاشات داخلی براساس قواعد فقهی، به بررسی تطبیقی میان رویکردهای حاکمیتی و مبانی فقهی معتبر پرداخته است. روش تحقیق حاضر، توصیفی-تحلیلی بوده و با استناد به قواعد فقهی چون حفظ نظام ، نفی سبیل ، احترام ، اقدام و ضمان ، رفتار نظام سیاسی ایران در مواجهه با ناآرامی‌های داخلی را مورد سنجش قرار داده است. یافته‌های پژوهش حاکی از آن است که اقدامات حاکمیتی در مواجهه با اغتشاشات، غالباً با استناد به قواعد فقهی، به ویژه قاعده حفظ نظام برای تأمین امنیت و ثبات، و قاعده نفی سبیل برای مقابله با نفوذ بیگانگان و حفظ استقلال، توجیه شرعی و حقوقی می‌یابد. با این حال، پژوهش بر تنش‌های بالقوه میان قواعد فقهی، از جمله تعارض میان حفظ نظام و احترام (حقوق شهروندی و کرامت انسانی)، تأکید کرده و چگونگی مدیریت این تعارضات را به عنوان یکی از محورهای چالش‌برانگیز در رفتار حاکمیت شناسایی نموده است. همچنین، نقش قاعده ضمان در جبران خسارات وارده به اموال عمومی و خصوصی، و چالش‌های تفسیری و اجرایی قواعد فقهی در شرایط پیچیده اغتشاشات، از دیگر یافته‌های کلیدی این تحقیق به شمار می‌آیند. در نهایت، مقاله بر لزوم بازنگری مستمر در رویکردها، توجه به ظرافت‌های تفسیری و ایجاد سازوکارهای شفاف‌تر برای پاسخگویی و جبران خسارات تأکید دارد تا الگوی رفتاری نظام، ضمن پایبندی به مبانی فقهی، به طور مؤثر به مدیریت و کاهش تنش‌های داخلی یاری رساند. | ||

| This research aims to explain and analyze the behavioral pattern of the Islamic Republic of Iran towards internal riots based on jurisprudential rules, through a comparative examination of governmental approaches and authoritative jurisprudential foundations. The method of the present study is descriptive-analytical, and by drawing on jurisprudential rules such as *Preservation of the System (Ḥifẓ al-Niẓām)*, *Denial of Authority of the Unbelievers over the Believers (Nafy al-Sabīl)*, *Respect for the Dignity of Individuals (al-Iḥtirām)*, *Liability (al-Ḍamān)*, and *Action (al-ʿAmal)*, it evaluates the political system's conduct in confronting domestic unrest. The research findings indicate that governmental actions in response to riots often find legal and religious justification through reliance on jurisprudential rules — particularly the rule of *Preservation of the System* for ensuring security and stability, and the rule of *Denial of Authority (Nafy al-Sabīl)* for countering foreign influence and maintaining independence. However, the study emphasizes the potential tensions among jurisprudential rules, notably the conflict between the *Preservation of the System* and *Respect for Individual Rights* (including citizenship rights and human dignity), and identifies how these conflicts are managed as one of the most challenging aspects of governmental conduct. Furthermore, the role of the rule of *Liability (Ḍamān)* in compensating damages to public and private property, as well as the interpretive and executive challenges of jurisprudential rules in the complex context of riots, constitute other key findings of this research.
