| چکیده [English] | ||
| In contemporary academic discourse, the concept of "governance" refers to the array of processes, roles, and actors involved in managing society, with secular theories typically identifying "development" as its ultimate goal. In the Holy Quran, however, the focal point of governance is not merely material development, but rather human and social growth encompassing spiritual and ethical dimensions. This study aims to analyze the Quranic concept of governance and its relationship with growth, determining how this model can serve as a theoretical framework for administering a religious society. In other words, by extracting and analyzing relevant verses, the research seeks to delineate a Quranic framework for governance—one whose ultimate objective is to guide society toward perfection and balanced human flourishing. The central question is: How can Quranic governance—grounded in values such as guidance, justice, social responsibility, raising awareness, and fostering human transcendence—offer an effective and inspiring model for societal administration in the contemporary era? Employing a descriptive-analytical approach, this study examines Quranic verses and traditions in light of contemporary scholarship and analyzes the Quranic model of governance vis-à-vis modern theories of development and governance. In contrast to secular development models that emphasize material and technological growth, this model is anchored in spiritual, ethical, and social advancement; it relies on foundational indicators—rationality, faith, righteous action, and mutual exhortation to truth and patience—as well as functional indicators, such as enjoining justice, benevolence, and generosity toward kin, while forbidding indecency, immorality, and transgression. Within this framework, *Wilayah* (divine authority/leadership) and *Imamah* (leadership) play a pivotal role in guiding society toward growth. Ultimately, the Quranic model of governance—by emphasizing holistic growth (both material and spiritual) and fostering universal responsibility—offers a comprehensive and exalted approach to achieving a mature and prosperous society. The fundamental indicators of growth within the Quranic governance model are: 1. Rationality: Human growth requires the faculty of reason to discern the spiritual path. In Islamic wisdom, the faculty of imagination—if left unchecked and disconnected from the realm of intellect—can become a locus for satanic embellishments. 2. Faith: Faith in God and divine signs forms the foundation of growth. Faith is the primary guide for human progress toward perfection, imparting meaning and purpose to life. Belief in God and divine signs rectifies one’s perspective regarding oneself, the world, and one’s responsibilities, thereby paving the way for the flourishing of innate talents. Consequently, true human growth is impossible without deep, conscious faith. In the blessed Surah Al-Hujurat, the Holy Quran identifies the love of faith—and the adornment of the heart with it—as hallmarks of spiritual maturity. 3. Righteous Deeds: In the blessed Surah Al-Asr, righteous deeds are cited alongside faith as a condition for success and for deliverance from loss. Faith alone, unaccompanied by action, does not enable growth. From the Quranic perspective, righteous deeds are the tangible manifestation of faith and a fundamental factor in realizing human growth; for inner conviction attains perfection only when it is expressed through individual and social conduct. Righteous deeds strengthen the will, refine character, and properly channel human talents toward the divine path. Therefore, true human growth depends on the harmonious integration of faith and action, alongside the consistent practice of virtuous conduct in life. In other words, an individual and human society attain growth only when—beyond mere belief and a mindset rooted in faith and monotheism—their actual behavior and conduct also reflect that monotheistic worldview. This matter is of such significance that, in Surah Assaf the Holy Quran strongly condemns the mere verbal profession of faith and the calling for good without accompanying practical action. 4. Mutual exhortation to the truth: In Surah Al-Asr, following the mention of the two indicators—faith and righteous deeds—mutual exhortation to the truth is also cited as a means of escaping loss. Society must assist its members in following the path of truth. A society grounded in "mutual exhortation to the truth" flourishes when its members consistently and compassionately encourage and support one another in upholding truth, justice, and divine values. 5. Mutual exhortation to patience: This mutual exhortation—presented as the final divine injunction in Surah Al-Asr—is, in essence, the very substance of growth; for growth depends on steadfastness and perseverance rooted in the path of truth, rather than on unstable or purely emotional action. In its technical sense, patience signifies practical firmness and resilience in the face of adversities and temptations, keeping both the individual and society steadfast upon the straight path of truth. Thus, a society founded on the mutual exhortation to patience attains true growth, as patience constitutes the bedrock of resistance and continuity on the path of transcendence. In addition to the five foundational indicators of the growth governance model from the perspective of the Holy Quran, six functional indicators for this model can also be derived from the Quran, based on Verse 60 of Surah An-Nahl. In this verse, God commands three important matters and forbids society and rulers from three significant things: He commands justice, benevolence, and generosity toward relatives, while forbidding indecency, wrongdoing, and oppression. | ||
